Abstract: The exercise of university autonomy has been part of the everyday university agenda since before the 1988 Constitution. The general objective of the study is to analyze the implementation of university autonomy in federal public universities in relation to aspects of financial administration, specifically in the hiring of personal. The study is applied in nature, with a mixed, qualitative and quantitative approach, with an exploratory-descriptive character. We sought to analyze the legislation that regulates the autonomy of Brazilian universities, as well as verifying the budgetary availability related to their personnel budget, in relation to the total expenses of the Union budget and analyzing the evolution and execution of expenses with personnel from Federal Universities in the period from 2012 to 2022. Semi-structured individual interviews were also used, analyzed through thematic coding with the aid of the MAXQDA Pro 24 software. From the study carried out, it was possible to identify existing opportunities for the exercise of university autonomy in the scope of personnel expenses, as well as the role of the university and the paths or possibilities to be observed in the debates on the minimum or necessary amounts for the functioning of the institutional activities of IFES. Our results enable a reflection on new alternatives for public management of expenditure on personnel and personnel resources in accordance with the exercise of university autonomy.
