Abstract: The route by which the proposals from the society can be converted into public policies is little studied in Brazil.This article aims to analize the process by which the "Program One Million of Rural Cisterns (P1MC)” constitutes a publicpolicy to the Semiarid. It draws attention to the actions undertaken by the organizations which built the Brazilian Semiarid Articulation (ASA) to access public agenda and get government support for its execution. It utilizes the focuses of the public sphere, by Habermas and "Agenda Setting", by Kingdom (1984). It observes a process for lead the theme of coexistence with the semiarid to the public sphere. From then on the cisterns, considered as simple, cheap and repeatable technology, gain prominence, make the program access the public agenda. However, the negotiations for the construction of the program are not automatic, and occur by negotiating with technical and political actors, along different governments.
