Intervenção e interação do poder público e a municipalização da agricultura

Abstract

This work verified whether the reformation ofBrazilian state-legally established by the Federal Constituition of 1988, relative to decentralization among the governamental leveis (Union, states and cities) and the effective participation of the productive sector in planing and execution of the agricultural policy generated structural and processual changes in city public organization, enabling an increased institucional interaction, whether governamental or private, hence greater performance actuation and compromissing oflocal govemment in the intervention process for rural development, opening up in, this way,the prospective for the municipalization of farming. The study was restricted to the state ofParaná, in the cities ofCascavel, Maringá and Ivatuba. The research corpus is made up of documents and interview to the data analysis the research technis pertaining to the qualitative methodology, were utilized connecting the theorical rank to the legal situation and effective reality of the cities studied. The results showed: the inexistence ofsignificam changes - in practive, in the organizational structures ofprefecture and in the participation of the representatives ofthe community organized to act on the interaction process for the rural development, lack of clearness about the new role of the city in the rural development onthe part of the organized society and ofthe technicians more directly envolved in the process, a strong presence ofthe state publicai power as a definer ofthe actions upon farming andcontradictions as regards to the existence and possibility ofinstituting in the cities studied, the mumcipalization of farming.
