Abstract: The epistemological construction of public administration paradigms seeks to strengthen the link between government and society. This study deals with the social paradigm of emerging public administration, social management, as the central theme of this work, aiming to contribute to the construction of scientific knowledge in public administration. To understand this paradigm different theoretical approaches can be observed, namely: social management; Public governance; Deliberative governance. Thus, the objective is to analyze and systematize the theoretical approaches social management, public governance and deliberative governance in order to understand the possible contributions to the epistemological construction of the paradigm of contemporary public administration, social management,, using theoretical categories that support them. It presents a definition of public administration paradigms in Brazil, emphasizing the object of study. The theoretical categories of analysis were discussed, being they democracy, interest, rationality and action protagonism, as well as the theoretical approaches of social management, public governance and deliberative governance. The methodological approach adopted for this theoretical dissertation was based on a comparative analysis of theoretical categories through the construction of the frames that represent the main characteristics of the approaches in the referential and the hermeneutical procedure used. Thus, the contributions of the approaches to the development of the social paradigm and the scientific advances of public administration theories were presented as a way of showing how the behavior was given from patrimonialist public administration to the social management, a field that has not yet been studied. Finally, the systematization of knowledge occurred in order to show the reader that these approaches strengthen a paradigm that is under construction. The dialogue between them is based on the construction of categories, which had moments of similarities and differences. These categories were treated with a hermeneutical approach to give substance to the discussions, based on the context, the whole, the parts and the construction of knowledge. The role of the citizen should be discussed in his communicative character, so that he can participate and represent about issues of values and not just related to preferences. This citizen is immersed in a complex and uncertain historical cut, which needs a north facing the transformations of the contemporary world. For the professional formation in public administration in the Brazilian universities it is of great relevance the teaching of this paradigm and of the approaches, as well as to diffuse this knowledge through the university extension.
