Abstract: | The publicity has been a central theme in public administration. Different views on the role of state and market in providing services to citizens have stimulated discussions lasting about various elements of advertising: that is property (public, private or non-profit), funding (government grants against payments consumption) and control (for political or market forces). To understand the merits of alternative models of ownership, control and funding is necessary to consider the consequences. To this end, this study sought to unravel the relationship between the dimensions of advertising and the performance of public services, examining the literature. Debates on the merits of public and private provision have dominated the government since the founding of the modern state. However, the number of studies comparing effects directly on private and public performance of the same sector and over the same period of time is not great. Furthermore, most studies focus only on the property overlooking the dimensions of financing and control of advertising and examine the effects on the efficiency and effectiveness without paying much attention to equity. This last feature of empirical studies is especially surprising because a fairer distribution of resources is a fundamental reason for government intervention and the provision of public services. |
