O desenvolvimento sustentável e as metas do planejamento estratégico governamental: uma análise do estado de Minas Gerais no período de 2016 a 2020

Abstract

Two themes of important protagonism in social evolution are Public Policies and Environmental Management. The present research sought to discuss aspects of the intersection between these two areas of knowledge applied to a perspective of governmental strategic planning for the state of Minas Gerais, from 2016 to 2020. From the point of view of a modern and comprehensive concept of sustainable development which deals with intergenerational equity as a premise of sustainability inherent to development, it was defined as a general objective to understand the contribution of the goals of the Pluriannual Government Action Plan (PPAG) for the promotion of sustainable development, from the perspective of intergenerational equity in the territory of Minas Gerais. The present qualitative research sought to evaluate and describe the meaning of the physical goals foreseen in the planning. Bibliographic research was produced on the themes of Sustainable Development, concept and evolution, the role of intergenerational solidarity for sustainability, sustainability indicators, international and national methodologies to measure the sustainability of development, as well as its relationship with public management and planning government strategy. In addition, documentary research was carried out based on documents prepared and published by the government team of Minas Gerais on the elaboration, monitoring and evaluation of public policies. A description of the goals defined in the governmental strategic planning for the period was carried out, totaling 80 (eighty) different goals. Through content analysis, they were categorized according to their aspects and according to the coding obtained based on the bibliographic research, which resulted in the construction of an evaluation model called Triad of Intergenerational Solidarity. The triad is a kind of proposal for an action plan for sustainability, considering its assumptions and its integration with Sustainability. Based on the results found, it was possible to reflect on the evaluation model of the environmental axis applied to the context of the state executive power. The intention of government planning to seek Sustainable Development and issues involving solidarity between generations was confirmed, as well as the encouragement of information transparency, social participation and the elaboration of action plans. However, it was observed that challenges are still faced in the strategies for carrying out the actions and in the evaluation format of the policies, the latter focusing only on the percentage of compliance with the actions. Different discussions were also presented regarding aspects of sustainability, the challenge of reconciling a short- and medium-term planning and execution structure for long-term results, the most recent initiatives of the executive branch in order to remedy such gaps by acting in a innovative in the country. It seeks to contribute to the presentation of the model of the Triad of Intergenerational Solidarity to guide the elaboration, execution and evaluation of policies aimed at sustainability, as well as to the discussions and evolution of the theme of the evaluation of environmental public policies.
