Abstract: There is an argument that shows the substitution of a model of higher education concerned with general education, in political terms, humanistic and ethical student for a model concerned only with preparation for professional practice. In this article, it is argued in favor of the need for reconciliation between these two dimensions – technical and human – rescuing Demo’s concepts of formal quality and policy quality. Therefore, the aim is to reflect on the quality of training in administration. Thus, it was discussed about two issues present in the formation process of the administrator: the overemphasis on technicalily and disregard for the context.
